Plan for the Center Region of Taiwan Emergency Response Team for Environmental Toxic Chemical Incide

Our Emergency Response Teams (ERTs) in the central Taiwan have continued our operation in 2013 at two locations : TaiChung’s Central Taiwan Science Park (Taichung CTSP Team) and Yunlin’s Douliou Industrial Park (Yunlin Team). This project employed the 32 trained responders with three or more on duty 24 hours all year round to provide services. Those prevention measures included plant visit, unannounced tests on response plan, promotion/education/case-studies workshops, training and field exercises in daily operation. Those emergency responses included on-site consultation, field monitoring and sampling, control and containment of environmental pollution, decontamination, site restoration and incident review. The purpose is to lessen the environmental effects or impacts as toxic chemicals releasing during hazardous material (HAZMAT) events. This project completed100.00% as report. Our service in central region inclouded seven counties and city of Taichung, Changhua, Nantou, Yunlin, Kinmen, Chiayi. The ERTs responded to 41 events (including 20simulation/exercises). In addition, two ERTs also conducted 62 site visit for manufacture plants, initiated 37 unannounced tests for toxic chemical operation, reviewed 70 emergency response plans for local environmental protection bureaus, hold 10 workshops regulation promulgation/education, and assisted in 9 field exercises with various local governmental agencies. This project also hosted two governmental agency-training workshops, two mutual aid training workshops and two experience sharing meetings with representative of Taiwan Environmental Protection Administration (TEPA). And, this project also helped collect 1,033 scenarios of high risk plants operating in industrial parks. In addition, this project hosted an international workshop for experience exchange and invited two experts from U.S., Dr. Pao-Chiang Yuan and John B. Pope, III in July. Two mutual support teams (Formosa Petrochemical and Chiang-Pen Transportation Corporation) continued their supports.
